Imagining : National Land Records Modernization Programme (NLRMP) & National Unique Identification (UID) Together

National Land Records Modernization Programme (NLRMP) : The main objective of the NLRMP is to develop a modern, comprehensive and transparent land records management system in the country with the aim to implement the conclusive land-titling system with title guarantee.

Hence the major components of the programme are :

- Computerization of all land records including mutations, digitization of maps and integration of textual and spatial data.

- Survey/re-survey and updation of all survey and settlement records including creation of original cadastral records wherever necessary.

- Computerization of registration and its integration with the land records maintenance system.

- Development of core Geospatial Information System (GIS) and capacity building.

The NLRMP was approved by the Cabinet on a year back on 21st August 2008. It has been proposed to cover the entire country by the 12th Plan period.

The entire NLRMP project is estimated to be in the range of around Rs 5700 Cr.

1. Computerization of land records (Approx – Rs 500 Cr)
[Data entry/re-entry/data conversion, Digitization of Cadastral maps, Tehsil, sub-division and district Data Centres, State Level Data Centres (SLDC), Inter-connectivity among revenue Offices ]

2. Survey/resurvey and updating of survey & settlement records (including ground control network and ground truthing) : Approx. Rs.3,200 crore

3. Computerization of registration (Apprpx – Rs 475 Cr)

4. Modern records rooms/land records management centres (Approx. Rs.1,220 crore).

5. Training and capacity building (Approx. Rs 65 Cr).

6. Village Index base maps from satellite imagery for creating the Core GIS (Approx. Rs 200 Cr).

National Unique Identification (UID) : UID Authority of India is set up under the aegis of the Planning Commission aimed at providing a unique identity to the targeted population of the flagship schemes to ensure that the benefits reach them.
The project, which would cover even children, is aimed at establishing citizenship, reducing identity related frauds, addressing security issues and preventing leakages in different government schemes.

Eliminating duplication under various schemes is expected to save the exchequer upwards of Rs. 20,000 crores a year.

UID as Single window can be linked to other major data bases such as Financial (Banking, Insurance Services), Education (Admission in school, colleges, hostels), Agriculture, Travel, SC/ST/OBC Data Base, Ex- Service men, Disability, older age pension, freedom fighter, Gender Issues, Health Medical Services, Registration of Land, Property, Shares etc.

The entire ID card project is estimated to be in the range of around Rs 10,000 crore, with the first phase which will cover ultra urban, urban, and semi-urban populations offering a Rs 6,500 crore business opportunity. The Government had earmarked Rs 100 crore in the interim Budget presented by Union Finance Minister in Parliament on February 16 2009 to kickstart its ambitious Unique Identification Project.

Both of this project will create at least a 120,000 additional jobs in the country in the next three years as well as definitely help the country in E- Governance.

When the Location Technology is overpowering every sector, Can we think in bringing NLRMP & UID Together?

  • Will it aid in E-Governance and be able to serve the real purpose / motive behind UID. ?
  • Will duplication under various schemes be eliminated and
  • finally track that 1 Rupee sent from Central Government is reaching to the people it was meant for.

(The Famous quote from Our Former Prime Minister Late Shri Rajiv Gandhi "1 Rupee sent from Centre reaches to common man as 15 Paisa").

Thank you.
